- The Secretary General shall manage the General Secretariat, and shall perform the duties specified for him in Part I of the Regulations and those assigned to him by the General Assembly or the Executive Committee Members.
- The Secretary General shall prepare the minutes of the meetings of the General Assembly and of the Executive Committee Members and shall, after having had them approved by the Chairman, promptly distribute them among the Members or among the members of the Executive Committee Members, as the case may be.
- The Secretary General shall maintain a register of the Members and a record of the payment of admission fees and annual membership fees. The Secretary General shall inform the Executive Committee Members and the General Assembly at their meetings of any arrears in payment of such fees.
