Proposals to amend the provisions of Article I and Part I of the Regulations may be made by the Executive Committee Members or by a Member by a written communication addressed to the Chairman. On the Executive Committee Members making such proposal or on receipt of such proposal from a Member, the Chairman shall transmit it to the Secretary General. The Secretary General shall forthwith circulate the copies of such proposals among the Members by registered post, and shall place the proposal before the Members at the meeting of the General Assembly immediately following the receipt of the proposal.

On the basis of a proposal referred to in paragraph 1 of this Article, the General Assembly may adopt an amendment to the Regulations, provided that notice of such proposal and a copy of such proposal had been dispatched by the Secretary General to all members at least 90 days prior to the date of the meeting of the General Assembly at which the proposal is adopted. A decision of the General Assembly to adopt an amendment to the provisions of Article I and Part I of the Regulations shall require a Qualified Majority in its favour.

An amendment to the provisions of Article I and Part I of the Regulations shall take effect forthwith upon the General Assembly adopting it in the manner provided in this Article, unless the resolution by which it is adopted provides otherwise.
